Why is 10 the magic number?

The ATF considers 10 to be the limit of what is considered "sporting", as well. Anything above that requires 922(r) compliance on an imported rifle. Basically they've lost sight of right to bear arms and have decided they're only going to allow "sporting" rifles into the country.

I would love to see someone argue in court that the usage in the law of '10' designates only one significant digit, and as such the law allows for a deviation of +/- 4 rounds.

Personally I think congress should have a ten limit on the number of stupid bills they pass each year. Because lately they have been on idiot rampages and I feel this would make the country safer.
