WI: AB 586 - Any news?

I'm wondering what some of my fellow Wisconsinites are hearing about AB 586, the youth hunting w\mentor bill. It was in the queue to be voted on at the end of January when Lazich added a lame amendment at the last minute that caused it to be sent back to the joint committee on finance. I spoke to my representatives offices at the time and was told it would be voted on by the end of March.

It's March so I spoke to my representative’s office late last week and was told that it was not scheduled yet and if it didn't make the schedule for March it would be dead and would have to be submitted as a new bill next January.

Does anyone have any insight into what's going on behind this bill? It appears that someone wanted this thing to die. Given the political climate in Wisconsin why would the Committee on Natural Resources and Transportation introduce an amendment lowering the age from 10 to 8? (When the bill itself proposed to lower the age from its current 12 to 10.) Why would Lazich put up an amendment concerning Elk hunting in Wisconsin on the day it was to be voted on? Furthermore, I was told that the result of Lazich's amendment would have resulted in a net gain in revenue (on the order of > $100K) so why would the Joint Committee on Finance sit on the bill? I'm fairly sure that they are not overly concerned about hunters wallets.

All in all this smells. What appeared to be a good bill that cleaned up alot of conflicting wording in various state statutes regarding firearm usage by youths including the hunting aspects appears to be dead.

Unlike CCW this thing was sold mostly on it's hunting aspects and it appeared that the DNR was behind it. What happened?
