Winchester Model 70 safety problem. Hard to engage/won't engage.

I have a '71 M70 and the safety seems funky. Sometimes it is hard to flip on, and other times it just won't go. Anyone have this problem?
 
Has a trigger job been done to that rifle? Sometimes when trigger jobs are done, they effect the engagement of the safety (on/off). If so one must go into the bolt area and fix the safety lever.

I have one in the ranger model. The fit and finish is not so good on the
ranger models and mine can be difficult from time to time.
 
It's very simple. You need a small hardwood block with a hole about 0.1" drilled in it, and preferrably slightly chamfered.

Remove the firing mechanism from the bolt as you already know how to do. Put the tip of the firing pin in the hole and press down. Release the safety when it seems loose. The cocking piece will stick up out of the bolt shroud at this point. Give it half a turn and it comes off the end of the firing pin. Let the pin expand sloooooooly (or it will fly all over the room) and from there on, everything sort of falls apart.
