The Truth About Wisconsin CCW Proposal: A Threat to Police and Public Safety

11/12/03 4:46:00 PM

To: State Desk

Contact: Luis Tolley, 310-441-3722

MILWAUKEE, Nov. 12 /U.S. Newswire/ -- The following statement on Wisconsin's concealed handgun bill was released today by the Brady Campaign to Prevent Gun Violence United with the Million Mom March:

Wisconsin's concealed handgun bill, SB-214, is an extreme proposal that would force local law enforcement officials to issue permits to carry concealed handguns (CCW) to any applicant who meets a few basic standards. Wisconsin law enforcement strongly opposes SB-214 because of the threat that hidden handguns pose to police and public safety.

SB-214 Is Too Extreme - Puts Wisconsin On Far Right

The gun lobby's claim that SB-214 is similar to 45 other state laws is flatly untrue. In fact, forcing police to issue CCW permits - as SB-214 requires - is on the extreme side of CCW policy. Today, 17 states, which have about 45 percent of the American population, do NOT force police to issue concealed handgun permits. Six states, including Wisconsin, do not allow the carrying of concealed handguns and 11 other states have very limited CCW laws that provide broad discretion to local law enforcement to deny CCW permits in the interest of public safety. (Note: Missouri recently passed a CCW law, but it has been blocked by the courts because it violates the state's constitution. Missouri does not allow CCW today.)

The Real Agenda Behind SB-214 - Hidden Handguns Anytime/Anyplace

While proponents of SB-214 claim that it includes limitations, the fact is that in every state that has adopted a mandatory CCW law, the gun lobby has pushed year after year to strip away all limits. Their agenda is to force police to allow hidden handguns everywhere - into schools, bars, sports stadiums, hospitals, etc. The gun lobby also continually tries to eliminate safety training and reduce background check provisions in CCW laws.

SB-214 Lets Non-Wisconsin Residents Pack Hidden Handguns

SB-214 would allow out-of-state visitors to carry concealed handguns whenever they are in Wisconsin. Even though visitors from Texas and other states are unlikely to know Wisconsin laws or be familiar with local customs, they will be free to pack a loaded, hidden handgun whenever they are in Wisconsin.

SB-214's Secrecy Clause Hides Abuses of Concealed Handguns

SB-214 includes a cynical "secrecy clause" to prevent the public from knowing when a CCW permit holder shoots someone. Such abuses happen all the time in other states. They don't want you to know when a CCW permitee shoots a neighbor in a fight over shoveling snow (as happened in Pennsylvania); or shoots an associate for not cleaning up trash (as happened in Michigan); or shoots his boss after being fired (as happened in Tennessee); or shoots himself in a movie theater (as happened in Alabama); or shoots another driver during road-rage (as happened in Washington). Keeping abuses secret won't prevent them or protect the public.

Is it just me, or is all their stuff starting to sound the same? All the same buzzwords: everything is "extreme", "hidden handguns", "force the police to issue", etc. I think they are starting to lose it.

I love it how their tortured, angst ridden hyperbole is never "extreme". And the sick part is that they seem to revel in the few cases of CCW holders' violence, if the cases they site are true. You never can tell. I'd go outside to look if they said the sky was blue.

Ah, where to start with this lying nitwit.

First off, there are 35 shall-issue states, two require no permits, and eight are may-issue. How Luis Tolley (who I'm getting very tired of hearing from) comes up with his numbers is a mystery.

"schools, bars, sports stadiums, hospitals, etc." Sorry, Mr. Tolley, but SB214 specifically prohibits carry in those places (although hospital owners can choose to allow carry).

"SB-214 would allow out-of-state visitors to carry concealed handguns whenever they are in Wisconsin. Even though visitors from Texas and other states are unlikely to know Wisconsin laws or be familiar with local customs, they will be free to pack a loaded, hidden handgun whenever they are in Wisconsin." Buzzzzzzz! Sorry again, Mr. Tolley, but reciprocity will only to extended to states that have substantially similar training requirements, including instruction on the laws regarding use of deadly force.

Vanna, what do we have for the loser?

What exactly is this "secrecy clause"? No wonder the 35 states with 55% of the American population with "Shall Issue" laws seem to be working. They're covering up all of the shootings! The cops don't even bother doing an investigation if a CCW holder shoots someone, they hide the incident! Talk about a "Get out of Jail Free" card.

I would love to see where they get these. If anyone has an idea, let me know.

Yeah. Everybody knows the streets of the other states with shall issue laws are running with blood. Heck, it's practically a blood bath, and besides that, everybody knows concealed firearms cause impacted wisdom teeth, cancer, irregular bowel movements, hair loss, and farlibrosis, too.

Standing Wolf: "...everybody knows concealed firearms cause impacted wisdom teeth, cancer, irregular bowel movements, hair loss..."

So that explains the shiney spots on the top of my head! ;)

Actually in places like Milwaukee that would lead to an improvement in water quality. Currently, every time it rains, millions of gallons or raw sewage and thousands of used condoms find their way into lake michigan through the sewer system. :barf:

Hkmp5sd: The secrecy clause is that licensees will be exempt from Wisconsin’s Open Records laws. That’s a hot button right now because of the corruption that has been exposed recently in every level of our government. “Pay To Play†charges are pending at the state level, three Milwaukee Alderpersons have been sentenced to prison, and our entire county board was even in worse shape.

It appears most of the state’s newspapers don’t care one way or another about the bill – except for the exemption from the Open Records Law.

Cracked butt: I was kinda glad to here that they found lotsa spent condoms. It made me happy that at least a few weren’t procreating. Anyone that thinks a “rubber†is biodegradable should not produce offspring in my opinion.
