Wisconsin's concealed handgun bill, SB-214, is an extreme proposal that would force local law enforcement officials to issue permits to carry concealed handguns (CCW) to any applicant who meets a few basic standards. Wisconsin law enforcement strongly opposes SB-214 because of the threat that hidden handguns pose to police and public safety.
SB-214 Is Too Extreme - Puts Wisconsin On Far Right
The gun lobby's claim that SB-214 is similar to 45 other state laws is flatly untrue. In fact, forcing police to issue CCW permits - as SB-214 requires - is on the extreme side of CCW policy. Today, 17 states, which have about 45 percent of the American population, do NOT force police to issue concealed handgun permits. Six states, including Wisconsin, do not allow the carrying of concealed handguns and 11 other states have very limited CCW laws that provide broad discretion to local law enforcement to deny CCW permits in the interest of public safety. (Note: Missouri recently passed a CCW law, but it has been blocked by the courts because it violates the state's constitution. Missouri does not allow CCW today.)
The Real Agenda Behind SB-214 - Hidden Handguns Anytime/Anyplace
While proponents of SB-214 claim that it includes limitations, the fact is that in every state that has adopted a mandatory CCW law, the gun lobby has pushed year after year to strip away all limits. Their agenda is to force police to allow hidden handguns everywhere - into schools, bars, sports stadiums, hospitals, etc. The gun lobby also continually tries to eliminate safety training and reduce background check provisions in CCW laws.
SB-214 Lets Non-Wisconsin Residents Pack Hidden Handguns
SB-214 would allow out-of-state visitors to carry concealed handguns whenever they are in Wisconsin. Even though visitors from Texas and other states are unlikely to know Wisconsin laws or be familiar with local customs, they will be free to pack a loaded, hidden handgun whenever they are in Wisconsin.
SB-214's Secrecy Clause Hides Abuses of Concealed Handguns
SB-214 includes a cynical "secrecy clause" to prevent the public from knowing when a CCW permit holder shoots someone. Such abuses happen all the time in other states. They don't want you to know when a CCW permitee shoots a neighbor in a fight over shoveling snow (as happened in Pennsylvania); or shoots an associate for not cleaning up trash (as happened in Michigan); or shoots his boss after being fired (as happened in Tennessee); or shoots himself in a movie theater (as happened in Alabama); or shoots another driver during road-rage (as happened in Washington). Keeping abuses secret won't prevent them or protect the public.
