Would this be considered as a silencer?

Sarcastic political humor aside, it’s a muzzle brake with a blast can. It isn’t a silencer. Much like the KVP linear compensators and Strike Industries various blast forwarding compatible comps are also not silencers.

The “blast can” allows the muzzle brake to do its job, then pushes the noise forward. It doesn’t lengthen the duration of the blast or quiet the sound at all.
 
You are not wrong.
However, at this time, these muzzle devices are not suppressors.
They, like all things, could easily be made contraband.
But that is future We’s problem. Buying and enjoying enhanced muzzle and recoil control devices, or not, based on what might happen in the future, or not, is a sorrowful way to live.

I agree good article. I have a sound forwarder on my RAR 7.62X39. But i don't think it does much brake wise.

I agree that they are not quite as effective as a muzzle brake with recoil and rise compensation. Technically all the gas is moving forward from the muzzle, even though it strikes the “end cap”.

I haven’t used any blast can equipped muzzle brakes. But if they can tune down a compensator into something more like a bare muzzle, I’d like to try them.
They look cool.:oops:
