Actually....that is what Stalin did. The russian czar ordered a bunch of .44 revolvers from smith and wesson, break open schofield type, and that is why we have the .44 russian cartridge, which is the ballistic twin of the 44 special, just a tad bit shorter.
Anyways, a few were jazzed up for the czar, but most were used by his bodyguard, and for troops etc. Later, when the czar was killed, his guns were passed around for a while, and Stalin was reported to have used one of the big 44 revolvers to shoot people in the head for treason, or to offer it to them so they could kill themselves for failing him.
Not really sure how you could have a soviet union that was MORE repressive than what it was under stalin.
Remember, Stalin was the one that started sending people off to siberia, because it is better to get a few years of work out of them than just shoot them. Of course, don't bother supplying the camps. Had a few camps in which every single person, even the guards starved or froze to death.
Stalin wanted to get rid of a person who he thought was gaining in power and popularity, and was afraid this person would soon be a rival to him. Stalin had a trusted underling talk to the cheif of police who contacted a thug to kill the person. Stalin then had the thug killed, the thugs parents, wife, and ex wife, and the ex-wife's parents, current husband, and his two parents, the chief of police was forced to resign and committed suicide in front of stalin for 'failing in his job of protecting government officails' The underling was killed by stalin as a traitor, and half of the upper ranks of the police were shipped off to siberia for running such a terrible police department that his 'friend' could get killed. This all happened in the week between the first death and the funeral. Stalin then appointed this man's son to the post, but after 2 years had him shipped off as a traitor as well
