They replaced all of mine but the outer shield I have zero battery issues and have not had, it gets used weekly. I like mine a lot.
I have never had batteries go out just replaced them yearly and it gets turned on when I get to the range and off when I leave only.
Better options for what uses? Anyway, this is one complaint I don't get. Batteries just aren't that expensive (if you know where to order/buy them in bulk) and they just aren't that difficult to replace. Easy to store a spare battery or two on one's rifle or in a vest/belt pouch.
As far as an HWS system goes, the EOTECH still has the best and most useful reticle options and works the best with a good magnifier. Compared with a RDS tube-type sight, they rule when it comes to CQB, both-eye-open, flash-sight picture, building/room/area clearing. They don't weigh much, mount easily, not too high over the bore compared with many other optics, and with the XPS/EXPS, don't take up much rail space, nor require expensive mounting systems. There's a reason they're still in use with experienced groups that use guns in real life on a regular basis.
In regards to the OP's question, again, yes, the old issues have been addressed and fixed.
