Flap Holsters

OK, this question is frivolous, and I know it, just fun trolling for comments.
So, if concealed carry means the gun cannot be seen, should open wear of a flap holster be considered concealed carry or open carry? After all, while such a holster is a strong indication of bearing arms, that may not necessarily be what is in the holster.
[added later] Also, recall the Empty Holster campaign on college campuses a few years ago.
I was thinking about this because I have one of my dad's old 1960's era USAF black leather flap holster for his issue .38 (which, sadly, I do not have).
For a short period I did wear that holster with my .38, but that was in Virginia where open carry is (was?) fully legal, and I did have my Virginia Concealed Handgun Permit (CHP), so I was covered either way.

I would say flap holsters are open carry until it is covered up. I usually carry owb with thumb break with covers up a lot of the gun. I just have a t shirt over it and call it concealed.
 
If it looks at all like a gun holster, and a police officer decides they don’t think it meets the standard for concealed carry (and open carry isn’t legal), you are likely to have an expensive argument in front of a judge. At that point it doesn’t really matter whether you are vindicated, it’s still a big expensive inconvenience.

Now, if we were talking about something like a CZ82 factory flap holster (which looks more like a binocular case than a holster) there might be times when I’d take that bet, mainly because it’s not that much different than some phone/odds-and-ends cases I’ve seen people wearing. Sort of like a fanny pack holster is concealed because there really are people that wear them with no thought about carrying guns in them.

But a standard US style flap holster? Not my choice as concealment if the law says I must carry concealed.
