I've used Leupold Rifleman low rings on a Marlin in the past. I don't know that they're the lowest possible, but they are very low. They're also inexpensive, aluminum, and work very well. I've had them on 6 different rifles from 17hmr to 270win and never had an issue.

I'm using burris signature low rings with my maxima mount. Be advised, I have used the maxima mount on a few rifles, and I often have to cut a new notch in the base so the rings don't get in the way of the adjustment turrets
 
I mounted the scope with the Warne base and low rings (see photo below). I like the height with this setup, however, the problem I have is that I can’t quite get the scope far enough forward for the best eye relief. I only need to move it about 1/2” to 1” forward, but the Warne base only has one rear pic slot so I can’t move the rear ring forward at all (stupid design to not provide a few different slot locations).

So now I’m considering this EGW base that should allow me to move the rings where I need to for proper eye relief, but it looks like it’s going to put the scope a bit higher than I want. I was also looking at the DMZ one piece mounts but they also look too high. Do I have any better options? Any help here is appreciated.

That link shows the EGW being 4.7" long. From looking at your photo, it looks like it's basically the same length as what you have now.

Edit: I just noticed your original rail probably only has two slots for rings as opposed to the EGW picatinny type. Seems like that should move that scope forward just as you need.

Cut a new notch in the back of your warne base. I did mine with a file. Aluminum is soft, it is fairly easy. Attached is a picture of my 1894 with warne mount, Leupold 1-4 vx-freedom, and burris signature low rings on it. You can see the factory notch at the back and my ring mounted 3/4 inch or so in front of it. It doesn't even have to be that clean a notch. The clamping force of the ring does most of the work.

I will second cutting a new notch. Use a square file or the edge of a flat file. If you have a vice, remove the base from the rifle and do the work in the vice. I cannot recall if those rings have square or a round locking pin? If it is round use a round file, that is even easier.

But saying that, you may have to go a little higher for hammer clearance. Have you looked at a Weaver base?

Pretty happy with my DNZ’s. They set pretty low. But I’ve used DNZ, Leupold, Weaver, Warne, Monstrum, Burris, and others. They all hold. Honestly, you need to take your rifle to your LGS and try some out. That way you know for sure.
 
Square slot w #1 mill b-**** file.
Done it many times and aluma black makes it look factory.

If ring uses a bolt ( round ) instead of a square tab in base slot, doesnt matter. Always crowd the ring to bear against the muzzle side of the slot. Both of em.

The Rifleman rings work and are cheap. Less risk of scope finish damage too.

If the cross bolt and ring halve screws were Torx instead of Allen thatd be great. Also if theyd contour the ring ears ( round them as if looking down from above ).

IIRC they are not US made. But they work.
I switches to Burris Zees. Last pair....also not made in US :(
