Wow you can't sell stripped lowers to people under 21. But they did clarify a lot of other things in terms of documentation requires, makes things a lot easier for everyone.

"If you are a citizen of the United States, proceed to question 16".

16 isn't a question - it's the signature line.

On the plus side, now that a lower gets checked as "other firearm", it's not determined to be a pistol or rifle until you build it!
