But Class 2 refers to a class of SOT that allows an FFL to make Title II firearms. Class 2 manufacturers can make silencers, SBRs and SBSs for sale to civilians. They can make machine guns for sales to law enforcement and the military.

You're asking about a "pre-84" lower, which doesn't make much sense either, but I can deduce that you're really asking about an AR15 lower made before 1986, when the registry for new machine guns closed.

The fact that the lower itself was manufactured before 1986 doesn't mean it was a machine gun before then. If the lower was not made into a machine gun and entered into the registry before 1986, then it cannot be made into a machine gun now.

There's no shortcut with Title II firearms.

If the lower wasn't registered under the NFA as a machine gun prior to the 1986 ban, it cannot be registered now as a machine gun.

My wildest guess is that you are saying that you have, or are being offered a registered machinegun receiver with no paperwork. If so, you will have to verify that the serial number is listed in the registry. If it is, you will need to show the ATF the transfer trail from whomever it was registered, to whomever is in possession of it now. That doesn't appear to be an easy thing to do without incriminating a few individuals of a federal crime. If this receiver is for sale, the seller will have to do all of the above in order for the transfer to begin legally.
 
At least the OP had enough sense to ask some questions before committing one (or more) federal felonies.

One should absolutely never be afraid to ask questions, especially about Title II firearms, since the penalties can be so severe.

I think the problem with the OP is that he didn't really make an attempt to type in whole, coherent sentences, leaving us to guess what he was trying to ask.

Just an AR clone is it for you now though some value it may have to those weirdos on the look out always for A-1 or pre-A lowers for reenactment - if in fact it is configured as such.

I finally gave one of mine up to one of those characters after years of bugging me for it in order to play dress-up.

Now one of those weirdos am I since just finished have I, a BFI A-1 as an "as carried" CAR from my own "back in the day" days.

Sorry, couldn't help the Yodafications there.;)

Don't throw the Vet term out there to justify not understanding. Makes me puke in my mouth a bit every time someone does that....A lot of us are vets. And at age 50, you are likely a vet of the exact same engagements as most of us
