Set up a dummy round to find the lands, your rifle may shoot better at jam rather than jump. That Berger load was at 2.845, and is a hammer in mine.

I use IMR4831, BR2, and 162 AMAX in an old Tikka .280. Works like a charm, it's a very accurate rifle. I have another built one in an 8 twist, that all I've done so far is a bit of barrel break in. It shows a lot of potential.
I think Remmy QC is hit and miss, maybe the difference between Monday and Friday rifles; and. those built on other days. Seems like mid 90s to nearly mid 2000s are reasonable. Most anything from the custom shop gets better scrutiny. However, some of the actions I've seen in the past year or two...
Go with the Swift. As a handloader, you can get accurate loads, that don't necessarily need to be highest speed.

I'd go with a 6.5 Creedmoor. Simply because most have 1:8 twist barrels, and a good rep for shooting factory ammo well.
I'd opt for a/the 5 round magazine though if you go with the Tikka. Look at Bergara rifles also, they have good reviews as well. Both have stable stocks.
