Your on the right track. 223 definitely needs to be reamed. I have both the .309 and .311 reamers and use have settled on the .311 , because I wanted a little bit thinner neck.

Maybe a magnum primer might help the problem? I use it in 410 shotshell loads and have had no issues. I do think I read somewhere that in metallic cartridge load that some recommend a mag primer, but I could be wrong. Might be worth checking into.
You don't need to size them if they do not need a gas check. As long as they chamber, you're good to go. 6 cavity aluminums are actually pretty light to handle and really spit out the bullets.
