Heads up for all you NY state members:
13 different bills, including .50BMG or larger ban/confiscation, microstamping for semi-auto handguns, 5 year pistol permit renewal with saftey course required, and a modification to the NY version of the AWB...

Not sure when this goes to the Senate for vote, but this year the senate has a Democrat majority, so they could pass them...

JUSTIFICATION : The New York state legislature finds that
semi-automatic assault weapons are military-style guns designed to
allow rapid and accurate spray firing for the quick and efficient
killing of humans. The effect of these weapons has become increasingly
devastating as gun manufacturers develop more enabling features for
the purpose of military applications. Approximately 2,000,000 assault
weapons are currently in circulation in the United States. The
availability of military style assault weapons poses a serious threat
to the public health and safety. Most citizens, including gun owners,
believe that assault weapons should not be available for civilian use.
In addition, tragic events such as the 1999 massacre at Columbine High
School, the 2002 Washington, D.C.- area sniper shootings, the 2003
execution-style killings of undercover officers in the Firearms
Investigation Unit of the NYPD Organized Crime Control Bureau and the
deaths of one in five law enforcement officers in the line of duty
(1998-2001) all involved the actions of individuals using assault
weapons.

Wow... Just wow. Though I'm not sure I understand everything in the redefinition, but it looks like all offending weapons before jan 1 2010 have to be handed in or registered with the ballistics database. Also defines the ever lethal muzzle breaks and compensator. Because they are:
assault
weapon devices that are designed to enhance the lethality of these
weapons.



Do you have any idea what they mean by mandatory "child proofing" of firearms?

Yes, because we all know a .300 magnum from a "hunting" BAR can't penetrate police armor... for god sakes, it's got a wood stock!

Yeah, keep buying as many "assault weapons" as you can afford. The more these types of weapons are commonly owned, the harder it will be for a state to ban them once the Supreme Court incorporates the 2A against the states.

That means ALL semi-autos. I read that to include semi-auto pistols as well. NYS is well on it's way to banning all guns. How can this law stand up to Heller?

Seriously, the wording looks way too harsh post-Heller .. and yet, it passed in Assembly. I'm trying to tell every NYorker I can but nobody gives a hoot. :(

isn't "rapid and accurate spray firing" an oxymoron. I mean the basic idea of spray firing nullifies the accurate part of that statement.

Maybe I'm wrong, it could be "The New York State legislature" part is the oxymoron. Or is it just morons? I don't know. I do know that it's not "...of the people, by the people..." And it sure as h3!! ain't "...shall not be infringed."

Do you suppose any member of this legislature has attempted to lay down a "rapid and accurate spray" of bullets using a rifle that isn't full auto?

You don't suppose they're trying to "fool some of the people all of the time" into believing that an "assault rifle" is fully automatic, do you?

They wouldn't do that...it would be dishonest.
 
That's exactly what I was thinking, god, they should be running a news center not a government.

"to provide that a person is guilty of
criminal possession of a weapon in the third degree when such person
knowingly possess and intends to use any devastator ammunition,
frangible ammunition, and any armor piercing ammunition."

Another bill creates the Children's Weapon Accident Protection Act which requires that there be a weapons-safety program for schoolchildren and creates crimes of failing to safely store firearms

I called the NRA and they didn't know about it yet. Everyone needs to call so they know.

Dutchess County Legislator Joel Tyner (Clinton/Rhinebeck) believes strongly in the Second Amendment to our Constitution and the right of every New Yorker and American to bear arms to defend themselves-- and hunt, for that matter; he's been clear about this his entire life.

However, it is also true that 140 police and sheriff's departments across our state have signed a resolution in support of the Assembly majority's legislation for an assault weapon ban and an armor piercing ammunition ban-- because one in every five law enforcement officers murdered in the line of duty is killed with an assault weapon.

It is also a fact that 50-caliber sniper weapons can be used to disable commercial aircraft and helicopters and are powerful enough to penetrate steel plating. These dangerous weapons which are used extensively by the United States military, are accurate from over one mile away. Sadly, they continue to be available for purchase in New York by anyone who can buy a rifle.

A report from the nationally-renowned Violence Policy Center found that these weapons have been purchased by the Al Qaeda terrorist network and used by other domestic and international terrorist organizations. It was the terrorist threat of .50 caliber sniper rifles that prompted even G.O.P. Governor Arnold Schwarzenegger to sign legislation in California to restrict the .50 caliber rifle to military and law enforcement officials only.

According to the Center for Policy Alternatives, "A September 2004 Harris Interactive Poll reported that 60 percent of Americans favor 'stricter gun control,' while only 32 percent favor “less strict gun control.” The same poll found that 71 percent of Americans favor and only 26 percent oppose 'a ban prohibiting the sale of assault rifles and high capacity ammunition magazines.' A 2001 Lake Snell Perry & Associates poll found that: 92 percent of Americans and 86 percent of gun owners favor criminal background checks for all gun sales; 85 percent of Americans and 73 percent of gun owners favor handgun licensing; and 83 percent of Americans and 72 percent of gun owners favor the registration of all new handguns."

Silly me for asking questions, but has there been a murder committed by using .50 BMG here in the US... let alone from a mile away or through steel plating?

This administration wants you to give them our guns, our cars, and settle quietly into your local government owned communal rice paddy to work your final days away.

And the 1-in-5 cops killed by assault weapons statistic is obvious BS.

Hard to combat, but not impossible if you are still allowed to keep and bear arms! NY appears to be marching backwards.
 
Well, I checked the facts, and the New York State legislature is incorrect

According to the latest annual FBI report Law Enforcement Officers Killed and Assaulted http://www.fbi.gov/ucr/killed/2007/data/table_27.html a total of 224 officers in the United States and US Territories were murdered (‘feloniously killed') during that reporting period. Of those incidents, 49 were killed with rifles. The actual data shows that 1 in 5 incidents involved all types of rifles in one category, not solely assault rifles. The New York State Assembly's claim that "one in five law enforcement officers in the line of duty (1998-2007) all involved the actions of individuals using assault weapons" would appear to be a statement patently unsupported by fact, unless every single use of a rifle upon an officer in the United States during that 4 year period happened to involve an assault rifle.

In 2007, the latest full reporting year, there were 57 incidents of law enforcement officers feloniously killed, and 8 were killed with rifles. The statistics are actually going down, not up.
