Any one tell me any loads for this Bullet 170 Grain HCFN Speer using IMR 4350 and what the AOL Would Be? Thanks
 
That bullet is actually designed for the 30-30 Winchester, operating in the range of 1,900 - 2,000 FPS.

As such, it may or may not perform so hot on game at 30-06 velocity around 2,700 - 2,800 FPS.

For load data, I would use your reloading manual data for any 180 grain bullet, and seat to the cannelure, whatever that OAL might turn out to be.

Speer doesn't list it in 30-06 because it's a 30-30 bullet.

As you may know, that bullet is designed for 30-30 velocity and may fragment at close range at top 30'06 speeds.
Keep the velocity down to 2500fps, and seat the bullet to the cannelure and it will work ok.
You'll be giving up good ballistic coefficient with the flat nose, instead of using a spitzer bullet.

That bullet works EXCELLENT in a T/C Encore pistol in .308 or .30-06 but as previously mentioned out of a 15 inch barrel the velocity will seldom exceed 2500 fps.

Out of an Encore pistol the 170 grain .30-30 bullets will put the smackdown on a deer or hog, but out of a rifle length barrel at above 2500 fps ya might need stouter bullets.

I know you said 4350, but 30.0 gr of IMR 4198 would give around 2000 FPS and would be a great reduced load for the '06. Start at 26.0 gr and work up. OAL would be to the top of the crimp groove in the bullet. This is the reduced load data from Speer #13 book for the 180gr bullets.
