Yes, the Federal law regarding ammo sales and age requirements only applies to dealers unless there are more broad state laws, and I am not aware of anything like that in Florida but maybe someone with better knowledge of FL law can chime in.
I know some states, Iowa for one, has a law that basically says you can't sell handgun ammo to anyone under the age of 21 without parental consent, licensed dealer or not.
