Okay, I just want to clear somthing up. A friend of mine at work is 19, he really wants to buy my baby eagle ( 9mm ), and I know when you buy a handgun from an FFL Dealer you must be 21, someone told me that if you want to buy a pistol from a private party you can, so here is my question...If you live in New Jersey, can you buy a handgun off a private owner if you are 18?

A FOID card is all you need to buy a rifle/shotgun, and you can get that at age 18.

You need a special permission slip to buy a handgun, and they'll only give you one if you're at least 21.

You're right to look this up before going through with the transaction. A lot of posters might say that it should be 18, and if it's not you should move to a "free state." I know that's implausible for most people, so at the very least tell your friend to keep that in mind when he runs for state congress (and I encourage both you and him to do so). In the meantime, a legally obtained shotgun for HD should solve a part of the equation.
