No 521,000 was made by Colt in 1918 and refurbished at Augusta Arsenal (AA) at some later date for reissue in or after WW II or Korea.

Reworks are much less valuable than guns original to the period of manufacture but their prices are climbing as the nice originals retreat into collections and museums.

"Super clean" is an advertisement for a used car. Guns are typically valued based on the percentage of ORIGINAL finish remaining. Which for this gun would probably be Parkerizing done at Augusta. A hardware store reblue would be zero original finish and would greatly reduce the value of the gun.

A collector would also consider the individual parts. Is the slide of the same period as the frame, is the barrel WW I or a replacement, and does it have 1911 or 1911A1 small parts? There are books on the subject and some internet information. I would go to the USGI forum at 1911forum.com and ask there. Pictures would be good, and a minute description of the markings of every piece on the gun.

You don't mention a U.S. Property marking. A lot of guys stole their service pistols and filed that off thinking it would keep the FBI off their trail. Well, after all these years, the FBI doesn't care and removal of the stamp hurts value.
