I have a 28 gauge Ithaca Flues. Serial number indicates it was manufactured in 1911, allegedly the first year Ithaca made a 28 gauge. It's a very petite gun, maybe for a woman or youth?
It's a rare bird, can't find much information.
Two questions, what was the original chamber length, and what would such a thing be worth.
Think in terms of price range before we worry about the condition of this specimen.

Without knowing the condition and details, it'd probably be somewhere between $20 or so (if it's a rusty piece of junk that's also been run through a crusher), to perhaps $20K (if it's a pristine gun with extensive factory custom work from some of their famous engravers and wood-workers).

@243winxb if you read that description it says the gun has been completely refinished And was in rough condition. If that was in decent condition and original I’d expect that 16ga to be worth upwards of 2k. If the 28GA is in good condition it’s gotta be 1k+ even if it’s rough. Now if it’s in good condition and starts to have the good details I’d say sky tends to become the limit.

It looks like a field grade. Rub is my information says the catalogue starts with grade 1. In any case there is very little decoration, looks rolled rather than engraved. It's mechanically sound, in good firing order. Tight on face. Bluing is pretty decent. case coloring on the frame mostly gone. Choked full & modified. Chambers are ambiguous. Did a chamber cast and the chambers look longer than 2 1/2 inch. Word I had from a guru is don't worry about pressure but keep the payload down to 3/4 oz out of respect for the stock wrist.
