3 day wait for handgun

I just purchased a firearm from Rural King farm store yesterday. They called me this morning saying that they had just called in my background check this morning and my 3 day wait started now. Is that correct? I thought it was from time of purchase. Its not a huge deal but I was not aware of when the three day wait started.
 
I would guess the wait starts from the time they start the background check. I question the delay from the time you filled out the forms and paid for the gun to their submitting the background check. Is it not done by computer or phone? I don't see a reason for this.
 
In a private sale between two FOID Card holding Illinois residents, the three day waiting period for a handgun and the 24 hour waiting period for a long gun theoretically starts when the the agreement for purchase/sale is actually made, with the physical transfer of the firearm held up until the waiting period is complete.

In my experience with every firearm I purchased or received through an FFL transferring dealer, the clock starts ticking on the relevant period when the dealer has a completed ATF Form 4473 in hand and actually calls the IL State Police for the approval number, regardless of when a prior agreement to purchase was made and/or the money changed hands. Then it ultimately comes down to when the FFL called in for approval.

That is my experience. What happens when the FFL receives a 'delay' or there are multiple handgun purchases within a five day period is another story.
 
There was another oddity. She said she received a delayed response 4 times before it was approved.
 
I have two guns coming next week.....one is coming back from being gunsmithed/refinished and one was purchased online. Both will be going to my local FFL. They told me last week that as long as they have electronic copy/verification of the purchase date then the clock is ticking on the 3 day wait.

So my printed copy of winning the auction on GB proves my purchase date and I'll be able to take the gun home when it arrives and paperwork is completed. The one coming back from refinishing I do not know about *but* was told that if both of them arrive and are transferred to me in the same 5 day period I'll have to fill out additional federal paper (and pay the appropriate fees) because I have received 2 handguns in a 5 day period. I'll just let one of them sit there until that requirement expires.

It's Illinois - hoops, hoops, hoops. Wish it wasn't so but it is so I steel myself to just calm down and be ready to wait. Getting in a hurry or upset about wait time just makes the ride bumpy for me.

1) Why didn't the gunsmith just FedEx the gun back to you? Federal Law allows you to ship to an out of state smith and the smith to ship back directly to you. Some weird Illinois nonsense?

2) There is no federal fee for multiple handgun sales. There is a form, but I have never heard of a dealer charging to fill it out.
 
Typically those things require an adult signature to receive. I usually have them sent back to an FFL because I know someone will be there, so I don't have to take a day off work or drive to the FedEx depot to get it.

And if he had his FFL send it, that's where it's getting returned to anyway. I can have my FFL mail the package usps for a much more reasonable amount than fedex or ups.
 
Exactly...I could do it other ways but this is Illinois. Much easier and "safe" to have all transactions and shipments of handguns done between FFL entities here. I'm gonna be moving a couple guns a month here soon so I'm looking into getting my FFL. :)

But in a nutshell, if I move/ship a handgun it generates a paper trail via FFL's.

Around here there is no consistency, some FFL's start the waiting period at purchase while others start it when you fill out the ATF Form 4473.
 
No. The 3 day waiting period starts when you pay for the gun. Your salesperson is an idiot. When I lived in IL, it was always that way. Fill out 4473, they call it in right then and there or afterwards, you pay for your gun right then, pick gun up 3 days later if no issues. Some sticklers will insist on 72 hours instead of 3 calendar days. It was that way even with the big boxes!
 
Three days is pretty tame compared to CA with its 10 day wait time. Some retailers wait an additional day 'just to be sure'.
 
As a resident of the FUAC state of New York..... I'd love to be able to wait just 3 days.... hell even 5.... My last purchase, was 21 days from submitting paperwork to my county, before getting the OK to pick up my gun

Every LGS that I've been to has held it to the exact minute that it was recorded.
5:17 pm on day 1, you're picking up at 5:17 pm or after on day 10.
Can say I blame them, I wouldn't want to tangle with the BATFE.
