My Google-fu is failing.. I turn to the experts..

I'm looking for:

1. production knife
2. semi tactical/law enforcement folding knife
3. Single Blade (prefer non serration)
4. Ambi clip (he's a lefty)
5. 4" blade

Prefer to keep it under 55.00 or so.. that's the kicker for me, otherwise I'd go with SOG or Benchmade.

any suggestions from the masses?

Those companies all make multiple knives that fit your parameters. It would be best if you went to a web retailer like knifecenter and sort by price and see what looks good to you.
 
I have one of the Smith and Wesson M&P assisted openers that I sometimes alternate with my Benchmade HD Hardtail. It has taken quite a bit of abuse and does well, and takes an edge very well.
 
With almost those same requirements, I decided on the Benchmade 710

Edit: Sorry, I didn't see the price requirement. If you can swing it, however, I recommend the 710.

Yup. The Blur is an awesome knife. The clip is permanent, but blade is ambi, and has their trademark assisted opening.

I never liked liner lock knives, until I started carrying them. I'll never go back now.
 
The Spyderco Tenacious only has a "3.25 blade but otherwise it meets your criteria. Price on Amazon should be around $30 plus s/h.

Its gotten great reviews too. Love mine.

There are one or two bigger ones in that lineup. As well as two smaller ones. I think the biggest is the Resilience.
 
I almost forgot about Cold Steel. They have several that will meet your criteria for under $100, like the Recon spear point ($70 on Amazon):

Very good knives, I have four of them. But I carry Kershaws because I like the assited opening and the liner lock.
