5.56 AR15 pistol VS 5.56 Kel-Tec PLR16

I recently ordered a Delton 5.56 AR15 lower kit so that I could have a dedicated AR-lower receiver for my AR/50BMG upper. I also thought I would buy a AR15 pistol upper to swap back and forth at leisure until I found out that to have a AR15 pistol you must have an ATF approved AR15 lower-receiver designated pistol only. Besides all this no swapping uppers and lowers or private ownership of uneven numbers of uppers and lowers. Every upper must have a dedicated lower right?
My point, to meet the legal requirement and cost savings I decided to order a 5.56 PLR16 for only $456 shipped about the same price for the cheapest ar15 upper pistol barrel you can find anywhere. Never having shot a PLR16 (not good) Im hopeful having owned Kel-Tec P11 and Sub40 which were excellent made/shooting guns (now sold), that their PLR16 will be everything a AR15 pistol and perhaps more from a practical sense.

Anyone own one one or both and can shed some light encase I have to request cancellation lol?
 
Well, it doesn't have to be designated pistol-only, but it does need to be marked on the 4473 as a pistol, and if it gets made into a rifle at some point can't be converted back to a pistol without first going the SBR route.

Pretty much what you said was right on, the rules are hazy at best, just way too convoluted for their own good.

MC Gunner has a couple of the PLR-16s, he loves them, hopefully he'll swing through and tell you about his.
