Has anyone custom chambered a modern bolt like a rem 700 in 7.5x55? I was looking at the case and it looks like it has a slight capacity advantage over 308. In a modern strong action it should be able to withstand higher pressure and perform well. What about necking this case up or down?

I'm sure they have. I know ruger at one point made their number 1 single shot rifles in 7.5 swiss.

New k31s may be purchased from Haemmerli in 7.5x55, .308, 30-06 and 300 Winmag. That tells you something about the receiver.
Elmig/Greuniger makes competition rifles in 7.5x55..... and of course, Blaser.

Forgot to mention that any .308 cartridge generates more pressure than the 7.5x55

WA2000 was in 7.5x55, too, if you have the coin :p. My STGW57 is also a sweet shooter, but not really designed for ordinary humans, but rather 8ft teutonic monsters.

I am thinking of having my Remington 1902 rollingblock done in x55, since Swiss operates at modest pressures, not unlike 7mm. Swiss basically does the same thing as 30-06 at considerably less pressure (and bolt thrust, if memory serves)

those blasers look pretty interesting... I really like that R8, couldn't populate any price tags though, anyone know the average going rate?
