Those are probably blanks with wooden bullets for feeding in semiautomatics. Yes they are sort of reloadable , you pull the wooden bullet, dump out the powder add right amount of your preferred powder add your bullet , crimp ,it is reloaded. If these are cheap enough because they are blanks, then this replacing of powder and bullet is okay but if the cost is too high, why bother? To make it worth while the total cost would have to be well below surplus ammo after adding your powder and bullet costs.
