I think it depends on where you are as to whether or not that's going to be a problem. I can imagine that in New York, Chicago, etc., you'd be mortgaging your future away to carry without a permit: but here in Louisiana, as well as some other states, the cops are (usually) going to be very helpful to you if you have to shoot a BG and don't have a permit. A lady friend of mine had to shoot a BG during a pharmacy hold-up a few years ago, and she was carrying without a permit. As the cops and medics cleaned up the scene, an officer took her gun from her for ballistics testing. Another (rookie) cop wanted to see her carry permit. She said she didn't have one. He said he'd have to arrest her for carrying without a permit. Without turning a hair, the first cop said "But she isn't carrying! You find a gun on her, without a permit, you can arrest her - but she's not carrying one." (Needless to say, the gun she had been carrying until a few minutes earlier, and had just used to excellent effect, wasn't mentioned at all...) :D

Maurice F. Burge, 24, of 6047 Virginia St., was charged in Lake County Superior Court with confinement, a Class B felony, and pointing a firearm, a Class D felony.

Pointing a firearm is a Class D felony in Indiana? :what:

I am pretty sure that Tennessee law provides for justifiable self-defense as a defense against carrying without CCW. In other words, if you carry without a permit, and you use your gun in a legit self-defense situation, they can't charge you with unlawful carry.

I've been known to be wrong on occasion, though. Maybe some lawyer type can shed some light on the issue...
