Some pocket nines are either easier to shoot or work more reliably with that weight of ammo. The DiamondBack DB9 is one such pistol - it seems to have been designed around the 115gr recoil impulse and DiamondBack has a disclaimer on their website which says:
Notice: Due to potential cyclical problems involving recoil energy, Diamondback Firearms does not recommend the use of any 9mm SAMMI Specification ammunition in bullet weights exceeding 124 grain.
I guess to be fair you'd have to compare this to other 115gr SD rounds. The Hornady Critical Defense in 115gr seems to penetrate to around 13" at least out of a short barrel. The longer the barrel, the higher the velocity and with a round like Critical Defense, the deeper the penetration, but that's because expansion is limited in the Hornady Critical-X series of bullets.
Sig-Sauer says "V shaped jacket skives and scores provide controlled, uniform expansion." Maybe that is limited expansion?
Neither HST nor Gold Dots have a design that limit expansion, the faster you push them, the more they flatten out and the Underwood +P+ loading of the 147gr Gold Dot is probably the most extreme example
