For what purpose? Range guns are different from CCW guns, CCW guns are different from sock-drawer guns.

Bersa Thunder 9 has a DA/SA compact in 9mm. and it golds 10 rounds. Or the high capacity has 17 rounds. Taurus has the 24/7 series which hold 17 rounds. J&G Sales and CDNN usually have used pistols for less than a new one. Ruger P series used or new is a great buy for the money. Models 93,94,and 95 are come in 4in barrels. I have Rugers. There are many good picks that will be suggested.

For me? Any flavor of CZ. PCR, 75 B, RAMI, Champion, P-01, SP-01, Compact, find the one that fits your needs then try to find it used.
Hard to beat a Beretta 92FS
unless you want a CCW. I really like the decocker/safety feature on mine as well as lots of other things. It appears Beretta has dumped a lot of new ones on the market now at largely reduced price. I got mine NIB with 2 magazines for $420.

I've seen Beretta 92's at gun shows for as low as $409 NEW recently, but U never see that at gun stores.
CZs are decent. Ruger semi-autos are a very good deal. Something new that just came out - Stoeger Cougars. It is the same gun as a Beretta Cougar - but they took over all of the machinery. And, I have heard that the first batch of them are actually Berettas rebadged as Stoeger - because they had extra Beretta made parts that has not been used yet. They can be gotten for around $350!

The Ruger P series gets my vote for the best cheap gun.

I think a Beretta. http://berettausa.com/product/product_pistols_main.htm They are current issue for military and most police. So there are a lot of spare parts out there.

Thanks for the suggestions. I was thinking of double action. I usually prefer single action autos. I have a 20 year-old Browning Hi-Power in good condition, but I don't want to wear it out as I cannot afford another Browning. I was thinking of the new 9mm as a practice gun.

Well if you like your Browning Hi Power you could get an FM Argentine or FEG Hungarian version; either can be found for around $300 new. www.sarcoinc.com also has some reparkerized militray BHPs, said to be in excellent condition, for $400. These can be found under the MILITARY heading in their handguns section.
I would suggest a used Glock. You can get them new for $450 from Top Glock and even less for used. Glocks are DAO, tried and true reliable. I've seen used ones sell for $400 before if you look hard enough. Might even want to check out CDNN for police trade ins.
How many rounds are you planning to shoot? i.e. I'm not the kind of person who worries about wearing out a gun.
What are you going to use in a self defense/carry situation? That's the gun I would practice with, and "cheap" doesn't mean anything when you are talking about your life.
A plinker for the range? That's entirely different -- if you actually shoot a lot (like > 2,000 round per year). If not, I would say shoot the Browning.

I got my first Hi-Power a few months ago, and I was asking the same question. I found a decent price on a used Browning and folks here recommended that since it was within my budget. However, I also had several folks who own both FN/Browning and FM Hi-Powers respond either in the thread or via PM. The consesus I got from those folks was that the FN/Browning guns had the machining cleaned up nicer on the inside and they had a prettier finish, but the FMs were right up there in functional quality. Honestly I think I'd rather have the FM sometimes and not worry about the nice bluing on my Browning. That or one of those $400 parkerized military Browning HPs that Sarco has. They look pretty nice in the pic, parkerizing is a darn tough finish, and the price ain't half bad either. Hopefully someone who owns both an FN/Browning and an FM can chime in and give you a firs hand account.

If you do want to go DA/SA new Rugers can be found almost anywhere for $300 or just a bit over, and S&W 2nd gen (59x, 69x), and 3rd gen (59xx, 69xx) autos from police trade in are all over the market at $300 give or take $25 for certain models. Most of the ones I saw before deploying were in very good mmechanical condition but had a fair amount of holster wear. I've fired several of the Smiths and Rugers but never bought one. They are truly working guns, plain jane, and boringly reliable. Alas, they are plain and bore me so my funds have gone toward other firearms that interested me more. Were I on a tight budget the abundance of S&W 3rd gen autos, cheap & available magazines, large replacement parts stocks, and the ease of finding a smith or armorer should one be needed, would have me looking their way. The same can be said of the Rugers, though the S&Ws are generally less bulky, and there are also lightweight alloy framed versions available which further add to their appeal. I'm sure others will think a few other options I've forgotten. Have fun with the search.

I got rid of my other two 9mm's after getting my Browning Hi-Power. It is the best 9mm ever made in my opinion - echoed by several others.

IMO:
The Bersa Thunder 9/UltraCompact is an excellent pistol. My BT9/UC was only $305 and it is 100% reliable and amazingly accurate.
I put the model specific CAT Laser on it just for fun, but later took it off as it makes the BT9/UC a bit too large for cc.. The CAT attached makes for a better home defense pistol.
13+1 capacity/ambi controls/lifetime warranty....
I think Bersa/Firestorm's are undervalued, underpriced, and underrated..
I'm well pleased with mine and I have a Sig/2 Walthers/KelTec/Star/S&W3913 to compare it to....

Look for police trade ins. A good deal of those guns are functionally & mechanically very good but show holster wear 
NOT a big deal
Also, look at the Beretta 92fs, SIGs, Glocks, S&Ws or CZ's but keep an open mind because you never know what you'll run into
