+1 10-ring. Used police pistols are a cheap way to get a really good handgun. A S&W 6906, for example, should run around $300 in great condition, used. S&W autos will shoot with the best of them and last a lifetime. Much better than some B-brand import.

Best DA/SA trigger (once it's broke in) out there. Lightning fast double taps.
Light weight, second strike capability, reliable, very accurate, easy to clean, relatively compact for a full sized auto, adjustable fit, adjustable sights, and down right sexy!
 
Take a look at the FNP-9. I have seen them for under $350.00. I have owned the Browning version "PRO-9" for two years and absolutely love it. I think its one of the best DA/SA service 9mm I have ever owned or shot. And the FNP is now made in the good ol' USA like the Browning version.
 
You can get a good used Ruger P95 for less than $230 if you look around. You won't find a more reliable 9mm at any price, in my experience.
 
You should also take a look at the new Stoeger Cougars. Very inexpensive and well made (from what I've heard).
