Any CCW news in Maryland???

As mentioned earlier, Dr. Jim Purtillo's www.direct-action.org is good place to get legislative information. The Dr. also publishes a free news letter called Tripwire which is loaded with information. Donations appreciated.

The Dr. also has a legal fund which he uses to good advantage.

I send donations to both the newsletter and the legal fund.

Evidently, Purtillo is such a pain in the tail, that the MD State Police barred him from legislative sessions in Annapolis. MSP did not like his "agenda".

1 AN ACT concerning

2 Handgun Permits - Expiration

3 FOR the purpose of altering certain expiration dates for certain handgun permits;
4 and generally relating to handgun permits.

5 BY repealing and reenacting, with amendments,

10 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
11 MARYLAND, That the Laws of Maryland read as follows:

12 Article - Public Safety

13 5-309._

14 (a) A permit expires on the last day of the holder's birth month following [2]
15 3 years after the date the permit is issued OR ON AN EARLIER DATE DESIGNATED BY
16 THE SECRETARY NOT LESS THAN 2 YEARS AFTER ISSUANCE OF THE PERMIT.

17 (b) A permit may be renewed for successive periods of 3 years each if, at the
18 time of an application for renewal, the applicant possesses the qualifications for the
19 issuance of a permit and pays the renewal fee stated in this subtitle.

20 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
21 October 1, 2004.
 
Harry- can you elaborate a little about Jim Brochin being the swing vote on the assault weapon ban.? I would like to know more about his position and contact him on this issue.
 
the current CCW law is a 3 year permit

this proposal is to make it 2, the ALL CAPS is the change

not sure about "2 years"

It looks like it will make "2 years" the minimum time the permit will be valid. I see three year language in there, too, so doesn't that mean that they won't all be 2-year permits. :confused:

Currently, a MD handgun permit is valid for two years, unrelated to the birthdate of the permit holder. My read of this proposed legislation is that it extends the time to three years for the first renewal and subsequent renewals. However, in the transition to the birthday-based system, the state police cannot reduce the time frame to less than two years. I believe the point is to eventually transition all permits to a three year birthday based system for renewals, but depending on when a person is originally issued a permit, and when the birthday is, the original permit (or transitional permit) may be for a period less than three years. Perhaps the legislation, as written, is not a model of clarity.
 
I tried to skim carefully, but I believe that the 2 year/3 year thing is about our current "may issue" law and not proposed legislation?

If so, isn't it a moot point if the State Police do not in fact issue any of the so called "may issue" permits?

Being allowed to carry to and from the bank or having to produce police reports of threats do not a CCW system make.

In fact, its even been said that the best we can hope for with our Republican Gov. is that he make the State Police at least issue in regard to the two guidelines above, apparently they don't want to even then!:fire:

This is a BIG issue with me. I have written numerous times to both my state Senators and all my Delegates (who are all very liberal Democrats - every last one) stating that post 9/11 and DC Sniper, the people are demanding the right to protect themselves. I get back a form letter about assault weapons and keeping guns out of the hands of children.

It is very frustrating. I am currently applying for a non-resident Florida CCW, at least then I can carry in Pennsylvania.
 
I agree with you that this legislation has to do with the current system. I note that an actual proposed "shall issue law" appeared in the last few days on the MD General Assembly web site. No hearing date has been scheduled as of the other nite when I looked at it.
