XXI is 1965 manufacture and PN means Provato Nero (Proved Black) for black powder proved. In the 1960's Val Forgett (founder of Navy Arms) was importing replica guns from Italian gun makers Vittorio Gregorelli, Aldo Uberti, and Luciano Amadi.
COM is an unknown manufacturer from the 1960s. PR and GB are also manufacturers that have yet to be identified. Dr J.L.
