I dunno if it means anything, but there's "PN" stamped on it. I'm guessing Pietta. My pietta revolvers have that too, but I dunno if it's strictly a Pietta mark or not.
 
Pietta, Pretty sure of that based on the Navy Arms

The marking sure indicates 1961 as said above.

The PN is an italian hallmark I think, just means its out of Italy from what I understand...Could be wrong.
 
XXI is 1965 manufacture and PN means Provato Nero (Proved Black) for black powder proved. In the 1960's Val Forgett (founder of Navy Arms) was importing replica guns from Italian gun makers Vittorio Gregorelli, Aldo Uberti, and Luciano Amadi.
 
COM is an unknown manufacturer from the 1960s. PR and GB are also manufacturers that have yet to be identified. Dr J.L. Davis at RPRCA.com has been trying to definitively identify these makers for 15 or more years without any luck. They are all predecessors to Uberti, Pietta, ASM, ASP, and Pedersoli made replicas.
