For the rifle, feel and fondle until you find one that "feels just right". For all practical purposes, there just aren't any really "bad" rifles being made.
If you do your own reloading, I suggest the '06. If not, .308 general-purpose plinking/practice ammo is available far more cheaply. If you're thinking of hunting larger game such as elk or moose, the '06 gives better performance with bullets of 180 grains and heavier.
