A decent set of iron sights is not a $200 item. A decent set of irons for a manufacturer would be vastly cheaper than that, including the cost of installing them. The reason they don't come standard is that most folks don't use iron sights on hunting rifles in the USA. Folks here are optics kings and the iron sight is poo-poo'd with regularity. Why put something on a rifle that won't be used and will increase the price of the rifle and make it less competitive?
Me, I like iron sights on a rifle as I hate the idea of it having only musket value should a scope fail. I shoot old school Mossberg 800's and 810's for hunting and they all have good quality Williams iron sights straight from the factory. I grew up shooting iron sights and for hunting in my neck of the woods, irons are all that are needed. A scope helps make things more precise and make for a more humane killing.
As to current production, I would lean towards the Winchester over the Remington these days. The 700 is a good rifle, but the 70 in my opinion as made today is better.
