AP Ammo

There is a long thread here that discusses AP (steel core) ammo. It's probably ok in Delaware, but you should check with local and state law enforcement for specifics.

Very good info from Rick! However, the magnet test for Mil-Surp. ammo, as well as a number of brands of commercial ammo is useless. This is due to the fact that the make up of the "gilding metal" covering the lead core is steel that has very thin electroplating of copper or brass or even nickel. This enables the mild steel (which is cheap and plentiful) to be used in place of copper or other soft metals as a jacket material without destroying a firearms barrel in short order. It also has the side effect of being magnetic.

The only way to know for sure if a unknown batch of ammunition is in fact AP is to pull a bullet. Then use a propane torch to melt the lead out of the jacket and see if a solid tungsten, depleted uranium (very rare and likely as not stolen from the military), or other type hardened metal core is discovered.
 
I pull a bullet and then cut it in half - or try to. Some of the AP stuff the core is resistant to cutting with a saw.
