Seems like you folks ought to vote the "petty-tyrant" of a sheriff out of office, and get someone who supports the Bill of Rights.
....in the meantime, put something down on your application that he will accept.
And, a scord of 80 is not that hard to get on a 25 yd target (most CCW requirements that I am aware of are more like a score of 70 at 10 or 15 yds). After reasonable training and practice, though, - 80 is very doable.
