AR-15 reciever legality?

Can you legally get a stripped lower receiver for an AR-15, and an upper reciever, without an FFL, just ordering from a catalog or such? I assume it's the actual internal parts that let it fire that must be acquired by an FFL, but you know what they say about assume, and I'm sure I don't want to do anything that could get the BATFE swooping down on me.

And I do know that if you have one part that is used (exclusively, I guess, that's why AR-15s are legal) in an M-16, and it isn't registered, you have an M-16, no exceptions.
 
The AR-15 lower receiver is considered a firearm by ATF and you have to obey the same regulations as purchasing a complete firearm. You can purchase all of the other parts yourself.
 
$184.00 is a bit steep for a stripped Bushy lower. A normal price would be about $160 for one. Then figure about $5.00 shipping and $25.00 to have your dealer accept the weapon for you.

You can still get a good quality lower such as DPMS and Rock River Arms for $120 and under before shipping and FFL fees. When it comes to lowers you are paying a lot for the Bushmaster name.

I like being cheap and saving money, just as much as the next guy, but when it came to AR's, I'd purchased a Bushy A2 shorty.
I like the warranty, also knowing my AR isnt a Hesse knock off. :D

I do hear alot of good things reguarding RR AR rifles and parts etc.

Well, as to the Cav Arms lowers, I'm mainly looking for a target AR, so the heavier, the better, and thus I don't really want a plastic reciever. But maybe my second AR will have a Cav lower. They come in cool colors, and a DeWalt rifle would be fun.
