AR Rear Sight issue.

I recently assembled a DPMS lower with a 16" A2 upper from Del-Ton. I was very satisfied with the ease of assembly and the quality of the Del-Ton upper. I put about 25 rounds through it today trying to zero it in at 25, but I was having some problems. Now, I drove a tank in the Army, so my experience with this weapon platform amount to a total of maybe an hour. We literally never practiced or qualified with them, except in OSUT. The M9 was our personal weapon. As you can see from the photo I attached, the rear sight seems to be canted to the left about 5 degrees (my estimation) from midline. It's spring loaded, such that if I try to rotate it to midline, it springs back to 5 degrees left of midline.

Is this normal?

If not, is this going to affect the accuracy and precision of my shooting?

Is there a way, without any specialized tools, I can correct it- or will it need to be returned to Del-Ton to be corrected?

Normal and won't hurt a thing. The guys building super match rifles will often "fix" that to get the last possible bit of mechanical perfection, but the average shooter will never see the difference.
 
That's Normal

That is normal and don't let it bend your brain in to thinking your shooting something defective. As far as your BZO, well that will depend what spec your rear sight was made to. Meaning the some rear sights were made to bottom at 8/3 minus one click, some bottomed at 8/3 depending on the year (M-4 are 6/3) it was made. Quick crash course on BZO just in case you don't remember. Base of front sight flush, rear sight centered and set at 8/3 minus 1 click or depending on your rear sight, point of aim is point of impact at 25 meters/yards. All elevation adjustments are done with the front sight only for 25 yard/meter BZO, windage, of course is done with the rear. Once on target move rear sight back to 8/3. Not you are in the ball park for mansized target out to 300 yard/meters. Bushmaster has a good info site for this if you want to print it out or any AR 15 owners manual should also have it.
