Well Nick the point would be that a lever action 30-30 is a fine choice of firearm for any situation. You can hunt with a rifle in New York State so you could easily drive upstate and a) get one, b) get probably all the ammo you want, c) pay a pretty decent price for one, and d) in gun fearing NYC, nobody would perceive a 30-30 as anything even remotely "military" or "assault" in style, thus arming you well with a low profile.
So I would say availability of weapon and ammo plays a part in my selection. I would frankly choose such a gun if I lived in Florida or Arizona or Montana as well. The fact that other options are available to me in those states would not change my mind about a 30-30. I would, however, probably buy other things as well in those locations.
The rifle you suggest is good. I'm just not sure why you slagged the classic American lever-gun.
I lived in NYC, that's what I'd get...and a double barrel 12 gauge too. Then I'd work on swinging a handgun if I could manage.
