Let's assume (hopefully) that the AWB will go away in September.
Let's also look at the possibility that there could very well be another AWB put through in 2005 or later.
Since I don't have the money to stock up on lots of Evil Black Rifles, I'm thinking about taking the following actions:
Pre-September:
1. Buy at least 3 Mega stripped lower receivers ($89). I have 2 sons, so one for me and one for each of them.
2. Buy one lower receiver parts kit (maybe enough for all, depending on cash).
3. Buy one stripped upper receiver and all other parts except for barrel and stock.
4. Assemble as much as I can on one of the lowers.
Post AWB:
1. Buy one 16" threaded barrel with bayonet lug.
2. Buy collapsible stock.
3. Assemble one complete AR.
Devious part(?):
1. Take picture of rifle, take rifle and picture with statement that all these features were on the rifle after end of AWB and before any new AWB to notary, have it notarized that I have an EBR with every available evil feature.
2. Go home, strip down EBR.
3. Assemble another lower, put evil upper/evil stock on second lower and repeat the photo/notary thing.
4. Repeat 2 & 3 with third lower, etc. until you're out of lowers.
My thinking is that since the current law (and most other laws like this) say that the gun had to be proven to be assembled as an EBR before the ban went into effect in order to be considered a 'pre-ban', I could easily lock in several lower receivers at dirt cheap prices that could either be accessorized any way I want after a new ban, or sold for hefty profits later on.
What do you think?
