ARs - where to start?

For a plain jane vanilla flavored AR, I think it's hard to beat the Bushmaster. I have the XM-15 E2S (A3 20")

I got mine for right at 800 and couldn't be more pleased with it. I have right around 2000 rounds through it and have only had two malfs, one bullet was seated too long and hung up in the mag and one high/dud primer, both my fault.

If you want to scope it, Armalite 1-pc mount from Quantico seems to be the one to have.
 
RRA has done a nice job with both selection, and quality build. Try RB Precision or ADCO for your needs. RB Precision has the entire RRA catalog on their web site. One hint: you can buy an RRA lower and an RRA upper for less than you can buy the entire gun. Just assemble the upper to the lower (takes all of 15 seconds) and you've just saved about $80 clams.

God damn I hate California.
I want an AR so bad but cannot have one. My only options for semi-auto rifles are M1A or a Kel Tec SU-16. No pistol grips. No "hi-cap" mags. No nothing. I don't want an M1A. I would rather get the SU-16 so when I do move to NV/AZ next june/july I can get an AR and the SU-16 will be a stop-gap till then.

*sigh*

Things you definitely want with your AR:

Chrome-lined barrel
Flattop upper
Stag Arms, Mega, or Ameetec Arms lower (all around $90ish, good quality)
RRA lower would work as well, though it costs more.
LULA mag loader. Save your thumbs.
Lots of USGI mags
BUIS (Back up iron sight, preferably a flip up). This can be a removable carry handle if you have the inkling for one.

The rest is pretty much up to you.
