ATF form 5310.16 (C&R Application) contains mistake?

Well, I'll be. I downloaded the PDF version of form 5310.16 and sent it to Kinko's to get it printed out. Took it home, filled it out and then began reading the instructions in detail... typical procedure for me.

On the second page under the section titled "INFORMATION FOR THE CHIEF LAW ENFORCEMENT OFFICER" reads:

This form provides notification of a person's intent to apply for a Federal firearms License. It requires no action on your part. However, should you have information that may disqualify the person from obtaining a Federal firearms license, please contact the Firearms and Explosives licesning Center at (404) 679-5040. A "Yes" answer to questions #10 and #11 could disqualify a person for a license. Also, ATF may not issue a license if the activity would be in violation of State or local law.

Emphasis mine.

So... What do questions #10 and #11 ask?

#10 is a checklist that you initial to verify that you're not breaking any local laws.

#11 is your signature.

It's not even possible to answer yes. They must mean questions #8 and #9 which is a series of yes/no questions that you see on the Yellow forms before the NICS check.

I just find it ironic, since we see stories of the ATF cracking down on people for small oversights in their bookeeping. Although I'm wondering if their website is dishing out this version mistakenly. I -hope- I've got an up to date copy of the form.... it was only downloaded a week ago.

The form is labeled: ATF F 7CR (5310.16) (6-97)

I take that to mean the form was stamped for approval in July 1997. Has this mistaken ridden for 6 whole years?
 
They added a question about your country of residence/alien-status in ~2001, so the numbering scheme is off by one, IIRC. Look at #9 and #10; those two should make sense in the context of the question. (I dont have the form in front of me, just remembering it from a year ago, so I might be wrong)

There are a couple of misprints on that document but that's no problem because it is okay for the government to not get it right but you had better dot every I and cross every T or else.

There's another error on the form.

The Dallas address is no longer in use.
Applications should be sent to this address:

Address Change

Beginning on July 1st, the Lockbox - Bank of America - will process all firearms and explosives application fees at its Atlanta, Georgia facility - located in the same city as the National Licensing Center.

TRANSITION PERIOD. For a period not to exceed 6 months, Bank of America will forward all applications received at the Dallas, Texas facility to the Atlanta, Georgia facility for processing. The applications will NOT be returned to the customer as undeliverable.

ATF will update the following forms to reflect the new Lockbox address:

1. Firearms Applications Forms

a. ATF Form 5310.12 (F 7), Application for License (FFL)

b. ATF Form 5310.16 (F 7 CR), Application for License, Collector of Curios and Relics)

c. ATF Form 5310.11 (F 8), Application for RENEWAL of FFL

2. Explosives Applications Forms

a. ATF Form 5400.13/5400.16 - Application for Explosives License or Permit

b. ATF Form 5400.21 - Application for Permit, User Limited Display Fireworks

c. ATF Form 5400.14/5400.15 - Application for Renewal of Explosives License or Permit

(currently NOT in use - renewal applicants complete an 'original' application. [SEA])

CUSTOMER NOTIFICATIONS. The Distribution Center and National Licensing Center will insert an informational notice into all application packages notifying the customers to submit their completed applications, along with associated application fees, to the new Lockbox address. In the event a customer sends the application to the old Lockbox address noted on the application, Bank of America will forward the application to the new Lockbox. The application will NOT be returned to the customer as undeliverable.

This happened in July, and the ATF still hasn't changed the address on the C&R license application.

While they're at it, why don't they make the PDF of the type that you can fill in the blanks before you print it out?

My handwriting is barely legible and it would have been so nice to just type all of the information in on my PC and then print the form out.
 
Another thing they don't tell you is that you need to fill out the citizenship form in addition to the C&R application. Of course, the only place they say this is on the C&R app download page and nowhere on the C&R app or in the FAQ on the ATF site. I only found out about a month after I sent my app in and they said they couldn't proceed without it. Then I went back and found the one reference on the site. :banghead:
