ATF seizes guns in pawn shop raid

Law enforcement officers Thursday seized company records and all of the firearms at an American Fork pawn shop because the owner allegedly was selling guns without conducting background checks.
Investigators were trying to determine how many guns the man at R&R Pawn and Loan, 540 E. State, sold without performing background checks and to whom they were sold, said Lori Dyer, resident agent in charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives' Salt Lake City office.
The man allegedly got behind in his payments to the state Bureau of Criminal Identification to conduct the background checks. When BCI said they were going to revoke

his background check privileges, "he chose not to become current," Dyer said. Officers also seized methamphetamine from the business, and the owner was arrested on outstanding state warrant, Dyer said.
ATF was working with BCI, American Fork police and the Utah County Major Crimes Task Force.

I'm wondering if he really sold guns without the backround check or just let his NICS subscription expire and ended up using someone elses.

Do dealers have to pay for that service in all states or just some?

just some. I go directly through FBI NICS and it doesn't cost me (or my customers) a dime (other than whatever tax dollars went into creating/maintaining the system, that is.)
