The Burris Signature Zee rings with the plastic inserts are by far the best I've ever used or seen under $100. I doubt I will buy anything else if I'm spending under $100 on a set of rings. As for bases, I think Weaver, Leupold, Burris, and a few others all make pretty good bases as long as you get a set of steel bases. I've also used aluminum bases and never had an issue, but it's better to go ahead and get the steel ones and do it right.
