I'm sure you could search for "best bolt action" and find plenty of info, even if it wasn't a 270 caliber. You could get 12 different people giving you 10 different options in this thread. If you are spending up to $1,000 I'd guess you should go for a wood stock rifle with a floating barrel. Something nice to give to the kids.
For ammo, every gun is different. You'll have to find the ammo that works best for YOUR gun. That is my least favorite answer, but it is the "best" answer. I've got a 270 that I've only shot Remington Core-lokt ammo through. Next time I go to the range, I'll be comparing the Core-lokt ammo with Federal Fusion and Hornady SST to see what gives me the best results.
