Ruger P89. Built like a tank, good accuracy, and will feed anything you give without question. Trigger isn't the best, but definitely shootable.
The OP didn't specify new. As others have stated the CZ-75 is available at barely over $400 new from Academy Sports, Sportsman's Warehouse, and similar large chain stores.Jeez, you folks should look around at current gun prices. CZ-75s, Glocks, M9s, XDs, Taurus 24/7, and the like are NOT "under $400" pistols. Not in 'new' condition. Yes, you can get fortunate and find them for less (usually used), but rarely even then less then $380 or so unless they're well used.
I'd hardly call Kel-Tecs a compromise. The P3AT and PF-9 and amongst the smallest and lightest 380 ACP and 9mm pistols, respectively, available at any price. Why are you limiting yourself to a budget of only $400?!? If you're looking for high quality then by all means pay up. You'll be glad you did in the long run over compromising on something like a Taurus or Kel-Tec just to save some $$.
Fully agree with you there. I'd also add used / LE trade in metal frame S&Ws which are a great value. If price is that much of an issue and you can't hold off on a purchase until more is saved up then go for the used market and try to find a Glock, Beretta, Sig, XD, etc. They are all fine quality new pieces, and even better deals when bought used. Be patient and buy the most gun you possibly can.
Academy Sports in the DFW area has CZ75Bs for $408. The same stores have the CZ40P for $349, if the OP is willing to shoot 40S&W instead of 9mm.Jeez, you folks should look around at current gun prices.
