Ruger P89. Built like a tank, good accuracy, and will feed anything you give without question. Trigger isn't the best, but definitely shootable.

Why are you limiting yourself to a budget of only $400?!? If you're looking for high quality then by all means pay up. You'll be glad you did in the long run over compromising on something like a Taurus or Kel-Tec just to save some $$. If price is that much of an issue and you can't hold off on a purchase until more is saved up then go for the used market and try to find a Glock, Beretta, Sig, XD, etc. They are all fine quality new pieces, and even better deals when bought used. Be patient and buy the most gun you possibly can.

Jeez, you folks should look around at current gun prices. CZ-75s, Glocks, M9s, XDs, Taurus 24/7, and the like are NOT "under $400" pistols. Not in 'new' condition. Yes, you can get fortunate and find them for less (usually used), but rarely even then less then $380 or so unless they're well used.
The OP didn't specify new. As others have stated the CZ-75 is available at barely over $400 new from Academy Sports, Sportsman's Warehouse, and similar large chain stores.

I'd hardly call Kel-Tecs a compromise. The P3AT and PF-9 and amongst the smallest and lightest 380 ACP and 9mm pistols, respectively, available at any price.

Fully agree with you there. I'd also add used / LE trade in metal frame S&Ws which are a great value.

Academy Sports in the DFW area has CZ75Bs for $408. The same stores have the CZ40P for $349, if the OP is willing to shoot 40S&W instead of 9mm.

I've bought four new S&W M&Ps in the last six months at local gun shows; not one was listed for more than $399, and they were usually $389.

Frankly, you can't GET a much better pistol than an M&P. The fact that you can get it for around four bills is simply outstanding.

Only ones I can think of that are NEW under $400 around here in 9mm are: Rugers, Sigmas and Stoeger Cougars.

+1 on the FM M95 Classic anor Detective models. Great shooters for the price.
I am so happy I got one I am thinking of selling the FEG PJK 9HP I have. I just like the Argentine Better.

Kel-Tecs are great....as back-up weapons or in the extremely rare chance when you can't carry a normal sized gun. For primary carry/practice shooting the larger sized guns would be best. I'm not saying Kel-Tecs are junk, they are actually pretty good for being cheap small mouse guns. I just don't want him cutting himself short because $250 is easier to swallow than $400 for a used Glock, XD, or Beretta in 9mm, .40, etc. etc. Buy the Kel-Tec later after you've picked up a good primary. Basically I agree with what ugaarguy said, I just felt I should explain more. Thank you.

I bought a brand new Argentine Hi Power 2 weeks ago for $300. It's a great pistol. IMO, it would be incredibly hard to beat that one.

Another good value right now is the Stoeger Cougar. I got the 9mm (around $350 retail) and have been impressed with it in every way.

probably the stoeger cougar for 300. in my opinion, it is put together in a better fashion than the cz 75. the cz is made entirely out of cast steel, the beretta is made out of forged steel slide and forged aluminum frames.

beretta used to sell them for around 700 close to a decade ago

it probably won't last at 300.

"The only "under $400" semiautomatic 9mm I can think of is the Taurus PT111, which can be had for about $320 and the KelTec P11 for about $290. "
