I guess he has checked around locally and everyone is pretty high. The way i took it was oh you have deep pockets so let me sell you a case at more than i would sell joe blow off the street. I would think some of the larger stores would sell it at cost or slightly over to just help out LE. I gave him the info and he said he would check and see if the bids came back or not and if hes allowed to order online. Since time is short, I'd think about splitting the order. Order from 2-3 places even if it costs a couple bucks more so you are more guaranteed to get at least SOME of it in time if there's an accident, confusion, or they are lying about inventory.
But... "academy"? Like, run by a local, county, or state government? I doubt that submitting a several thousand dollar order from Random Internet Store® will go well. You need to call up whoever does purchasing there and make sure (and if they are iffy, have them call who they get approval from and make SURE) that they do not need to be a pre-approved vendor, must be in-state, or some other permission or requirements. Especially as it's a consumable so you cannot send it back if there's a screwup, don't do this wrong or it will be in the local papers. People have been fired for less.
