Who makes such a thing?

I thought it might be nice to have a bolt action rifle that can take different barrels, such as .223/.300 blackout without having to buy a whole new rifle. Ideally it would use AR barrels that are already common enough.

I like the way the AR can be customized to virtually any whim, and would like to see a bolt action rifle that one could do the same with, from .22lr on up to .308/30-06 or so.

I saw that there is someone out there making a straight pull rifles based on AR platform, but it would be neat if someone made an easily attachable upper that would drop onto a stock AR-15 lower, and functioned like a standard mouser type bolt action.
 
Savage looks to be pretty easy.

Same with TC Encores, if you're ok with single shot
 
The Thompson Center Dimension is a purpose built switch barrel rifle.
 
Yeah, Savage rifles are pretty legendary for being quite easy to swap chamberings.

Of course, keeping somewhat close to the same "family" of cartridges is a big help, and getting any gun to feed well from the magazine if the new cartridge is shaped very differently from the original will be a headache.

Now, going to a rimfire from a centerfire is probably too complicated, but that shouldn't really be very necessary.
 
+1 for Taliv's post. Also the AI AT, AX, and MC allows switching of barrels in less than 1 minute using only a 4mm Allen Wrench.

Take a look at the Sauer 202. They are high quality swap barrel rifles if yo can find one. I had both 7mm RM and 300 WM barrels for mine. Sold the 300.
 
The Savage is probably your best bang for the bucks. But unlike some of the more expensive guns, you'll need the barrel nut wrench and a no-go gage to swap barrels, which you'll have to buy separately.

The Savage is popular in a few countries where gun licensing makes it unfeasible to own more than one or two rifles; target shooters like the Savage because it lets them compete in more than one class without a lot of hassle.

If you're determined to stay on the AR platform the simplest method is to get multiple uppers. You can save some money by having your gunsmith set up the compatible ones to use the same bolt. .223, .300 Blackout, and 6x45 on the 5.56 bolt, 6.8 SPC needs its own bolt, 7.62x39 and 6.5 Grendel could share a bolt.
