1) I am looking for a current production bolt action rifle that accepts a detachable magazine with a capacity of at least 10 rounds. I know about the Enfield and Ruger Gunsite. Are there other options?

I plan upon adding an XS rail because it allows me to add either an ACOG or variable scope.

2) I really like Garand/M1A style rear sights. I like how they can be set for distance, as well as the aperture. Does a company offer a rail mounted version?

I don't know, but Mossberg does. Their MVP is a bolt action .223 that takes AR mags.

Archangel just announced a stock for the Mosin Nagant that incorporates a detachable 10 round magazine.

I heard the MVP wouldn't accept a PMAG I never tried it for fit though. You can always get an aftermarket bottom metal kit for most popular Savage or Remington models.

Here are a few factory rifles .... from among the many. I can vouch for two of those listed since I own an AI AW and have some trigger time behind an AI AE. I will NEVER pay to assemble a custom or semi-custom "tactical" rifle again given the cost of the AE, its performance and its features.

"Low" - Savage 10BA and FN SPR A5M
