I highly doubt that. Where did you get this information? I have several friends who are active duty and who have or are serving in Afghanistan who have purchased multiple NFA items.
As Sam Cade said, no change in the process of how to acquire a MG. You'll have to fill out the paperwork and pay the tax just like us civilians. Its not hard, just time consuming.
A "Class 03 License" doesn't exist. Class 03 is the type of "Special Occupational Tax" a licensed gun DEALER needs to pay in order to SELL machine guns, silencers, short-barreled rifles, and other "NFA Title II regulated" items.
As someone who is not a dealer or manufacturer, you can buy a machine gun just like any of us can by filling out the appropriate paperwork (The ATF's Form 4), paying the $200 tax, etc.
Being in the military doesn't give you any special privileges regarding buying your own weapons.
The only downside to being in the military and owning NFA firearms is the potential to be posted to a base in a non-NFA friendly state, and having to leave them secured in a different state while you're there.
