I don't really have close neighbors out here in the sticks, but if I did...
If I caught the aggressor in the act of running over my neighbor or curb stomping them after the fact, I would definitely be taking offensive action in order to save another person's life.
If I came upon the situation after the fact and the perp was exiting I'd call 911 and be as good of a witness as I could be.
Its really as simple as that. At least in terms of what anyone with a moral compass should do.
